Best practice should dictate that security should be one of your main concerns when publishing your website to an IIS Server.  Hardly a week goes by without a prominent website being attacked so do all you can to protect your HTML files.

One of the simplest but most effective steps you can take is to save the files onto another drive.  The advantage is that it will be easier to control the permissions of the anonymous account INETUSER_Servername if the HTML files are stored on a different partition.
